Traffic and Parking Regulations

 


General Regulations


  • The operation of motor vehicles on Winthrop University property is a privilege granted by the University's administration.
  • Failure to comply with the laws of South Carolina or university regulations will result in a warning or penalty that may include the loss of motor vehicle privileges.
  • The purchase of a permit does not guarantee a parking place, but merely allows for legal parking in an appropriate area.  
  • The university shall assume no responsibility for the care or protection of any vehicle or its contents at any time while operated or parked on University property.
  • Regulations apply to drivers of all vehicles and are in force 24 hours a day unless other wise noted.
  • Drivers of all vehicles shall obey the lawful instruction of any police officer and any official traffic sign on campus.
  • Vehicles owned or leased by the university may park in any available space in order to conduct routine university business.

Owners of disabled (broken down) vehicles should request a disabled vehicle parking pass from the Campus Police Department. Disabled vehicles not registered are subject to tow at the owner's expense.

Permit Placement

PERMITS SHOULD BE PERMANENTLY ATTACHED TO THE OUTSIDE REAR WINDOW ON THE BOTTOM LEFT SIDE OF YOUR VEHICLE. Note: If you are driving a convertible, or truck with a camper top, the permit must be placed on the lower left windshieldMotorcycles must register at the Campus Police Department but will not receive a permit.


Vehicle Registration


Visitor Registration

Visitors to Winthrop University that desire to park on university property must obtain a visitor parking permit for a limited time from the Campus Police Department.

Visitors remaining on campus overnight, and individuals attending conferences and short courses must obtain visitor parking permits at the conference registration area, or the Campus Police Department.

Visitor registration for 24 hours or less is free of charge.

Current Winthrop students are not considered visitors and must have a permit.

Temporary Registration

Temporary registration of vehicles is for F/S and students who have a current permit and will not be able to utilize the vehicle to which their current permit is affixed. 

Temporary permits will be valid for one week and upon expiration this permit can be extended if necessary.  Three temporary permits in an academic year are permitted before a $1 a week fee is assessed.  Temporary parking permits are available 24/7 from Campus Police.

Regular Registration

Regular vehicle registration is for one academic year beginning with the first day of registration for the fall semester and ending with the first day of fall registration the following year.

  • The registrant of a vehicle is responsible for parking violations issued to his or her vehicle.
  • Students are only entitled to register one vehicle at $75.  Courtyard residents may register one vehicle at $50.  However, in certain circumstances, the Chief of Campus Police may permit a student to register two vehicles.
  • Faculty/Staff may register two vehicles for $25 each.
  • Replacement permits are $5.00 each with old permit or proper paper work.   Lost or misplaced permits will not be considered as replacements.
  • Permits are not transferable to another vehicle.

Accidents


Traffic accidents that take place on the Winthrop University Campus are to be reported immediately to the Campus Police Department, ext. 3333.


Parking Areas


AUTHORIZED PARKING AREAS, AS INDICTED BY SIGNS AND/OR PAINTED LINES:

  • Faculty/Staff parking only - vehicles bearing F/S permits. (Garnet lines)
  • Resident Student Parking Only - Vehicles bearing (R) permits. (White lines)
  • Commuter Student Parking Only - vehicles bearing (C) permits. (White lines)
  • Disabled Parking Only- vehicles bearing (D) permits. (Blue lines)
  • Courtyard Parking Only - vehicles bearing (CY) permits are only permitted to park in the Courtyard lots. 

 
Parking on campus in F/S spaces, is prohibited until evening hours, as posted on signage.

Designated Areas of F/S Parking (note signs):

  • Bancroft Hall                            7 a.m. -  7 p.m.
  • Ida Jane Dacus Library            7 a.m. -  4 p.m.
  • Johnson Hall                             7 a.m. -  9 p.m.
  • Kinard Hall                                7 a.m. -  9 p.m.
  • Life Sciences Building               7 a.m. -  9 p.m.
  • Margaret Nance Hall (rear)      24 hours, 7 days
  • McBryde Hall                             24 hours, 7 days
  • Sims Science Building                7a.m. - 9 p.m.
  • Thurmond Building                    7 a.m. - 9 p.m.
  • Withers/W.T.S. Building           7 a.m. - 9 p.m.

Places You Should Not Park:

Note: All areas not specifically designated for parking are considered "No Parking" zones.

  • Tillman Visitor parking until after 5 p.m.
  • Areas marked with yellow curbs or lines.
  • On a pedestrian crosswalk.
  • Disabled parking areas (blue curbs).
  • Reserved spaces -- unless authorized -- 7 days a week.
  • Where there are "No Parking" signs.
  • Loading zones beyond posted time limit (15 minutes).
  • All areas not specifically designated for parking are considered "No Parking Zones."
  • Where there is two-way traffic, you should not park left of the center line (left wheels to  the curb).
  • In front of Dumpsters.
  • Fire Zones
  • Unmarked spaces.
  • Closed areas or areas signified as closed by traffic cones

Parking regulations are enforced during the summer and all holidays when faculty and staff are scheduled to work.

Emergency flashers do not permit illegal parking.

Designated parking areas have been established at the coliseum and related recreational areas.  These areas will be patrolled and parking regulations will be enforced.  Failure to comply with posted speed limits and parking regulations will result in citations and/or towing of vehicles.

* Safety is a priority on this campus.  For this reason backing into angled, curbed and bumpered spaces is prohibited.


Vehicles In Motion


  • The maximum legal speed on University property is 20 miles per hour on the roadway and 10 miles per hour in the parking lots.
  • Vehicles must stop for pedestrians at marked crosswalks.
  • South Carolina State Highway Regulations apply on Winthrop property at all times.

Towing and Impounding


The Campus Police Department  has the authority to have a vehicle towed and impounded at the owners expense and risk if the vehicle is:

  • Blocking a driveway or service entrance, creating a hazard to safety, or parked in a reserved space.
  • Not properly registered or has received two or more warnings.
  • Parked in a tow away zone.
  • Registered to an individual whose parking privileges have been revoked by the university.
  • Parked in closed areas or areas signified as closed by traffic cones.
If Your Vehicle is (or about to be) Towed:

Vehicles will be towed to the contracted wrecker service off campus. Owners should call Campus Police at extension 3333 to find out if a vehicle has been towed. Transportation to the contracted wrecker service will not be provided. Fees for vehicles towed to the contract wrecker service must be paid to the wrecker service. Once the contracted wrecker service has been called to impound a vehicle, the tow fee must be paid prior to the vehicle being released, regardless if the owner arrives on the scene prior to the wrecker service.


Violations, Penalties, Bonds


  • Penalties and bonds are payable in person or by mail at the Winthrop University Cashiers Office between 8:30am and 5:00pm, Monday-Friday.
  • Penalties and bonds for moving violations will be determined by the appropriate court authorities.

Parked Vehicle Violations

Note: All fines are $25 unless otherwise noted.

  • 1ST offense-$25.00
  • 2ND offense-$25.00
  • 3RD offense-$30.00
  • 4TH offense-$35.00: Towed vehicle and loss of parking privilege until the start of the following fall semester
  • 5TH  and subsequent offenses-$55: Towed vehicle and loss of parking privilege until the start of the following fall semester

Other Violations and Penalties

  • Failure to register vehicle - $80 fine.
  • Improper use of disabled space - $200 State Citation or discretion of court.
  • Parking in Fire Zone - $30 fine.
  • Parking in front of a dumpster - $30 fine.
  • Improper or no display of parking permit - $35 fine.
  • Citations with two (2) or more violations - $45 fine.
  • Blocking disabled ramps or curb cuts - $30 fine.
  • Failure to stop at a stop sign - $35 fine (or State penalties).
  • Speeding - $55 fine (repeat violators are subject to State penalties.)
  • Backing into angled spaces - $30 fine.
  • Backing into parking spaces - $30 fine.

*Note: State Citations may be issued for any violation at officer's discretion. State citations will be paid through the City of Rock Hill Municipal Court.


Appeals


Any individual receiving citations for violations of these regulations have the right to appeal. The appeals process is as follows:

1) Pay the fine for the violation.

2) Submit the appeal within 10 days (exclusive of Saturdays and Sundays) following the issuance of the citation. Appeal forms can be picked up in the Cashiers office at 22 Tillman. 

3) Turn the "Appeals Form" in at the Campus Police Department  after being completed..

Only appeals made within the prescribed time and on official forms will be considered. All appeals will be referred to the Parking Appeals Committee.

Action on appeals may be one of the following:

  • Reject the appeal and uphold the citation.
  • Uphold the appeal, erase the violation, and credit the amount of the fine.
  • All decisions are final.

State parking citations or Rock Hill City parking citations must be contested in Rock Hill City Court, 120 E. Black Street, Rock Hill, South Carolina 29730.


Skateboard and Skating Regulations


Skating with Knowledge

Whether on roller skates, in-line skates, roller blades, foot propelled scooters, or skateboards, skating across the Winthrop University campus can be a means to get around from class or to your office.  However, please remember that skaters share the campus with thousands of others.  It is important that skaters use safety, courtesy and caution, not only for their protection, but for the other members of the community.  The Campus Police Department intends these regulations to make everyone's skating, safe, fun and convenient while on the Winthrop campus.

Skating:  Guidelines and Rules

On campus, the use of in-line skates and skateboards is permitted for individual transportation being used as a form of point-to-point transportation on the following:

  • sidewalks
  • in parking lots
  • on university pathways designed for bicycle and pedestrian traffic

All skaters and skateboards

  • only cautious use of skates and skateboards will be permitted on campus
  • obey all stop and yield signs and yield right-of-way to pedestrians, motorized vehicles and bicycles while on pathways and to emergency vehicles in all circumstances
  • skating and skateboarding for recreation are permitted on the roadway around Winthrop Lake subject to these guidelines

Skateboards, roller skates and in-line skates are prohibited in all other areas of the campus including but not limited to the following:

  • steps
  • hand rails
  • wheelchair ramps
  • flower planters
  • brick patios
  • sitting walls
  • curbs
  • benches
  • retaining or landscape walls
  • inside of buildings, streets, etc.

* Skating and skateboarding are NOT permitted in university buildings and their entrances.

Skating into Disciplinary Trouble

If a skater or skateboarder breaks these guidelines and rules, there are consequences.

  • FOR STUDENTS:  Subject to being charged with a violation of the Student Conduct Code including but not limited to item IV.4., Behavior or activities which endanger the safety of oneself or others.
  • FOR NON-STUDENTS AND VISITORS:  Subject to being asked to leave campus and university property.  For repeat offenders a trespass warning may be issued and an arrest is possible.
  • ALL VIOLATORS:  Subject to having skateboard and skate equipment confiscated by Campus Police

Bicycles


Bicycles must be stored in proper bicycle racks.  There will be no securing them to fences, light poles or trees.

Frequently Asked Questions

  1. How do I apply for a parking permit?
    Students can apply for a parking permit by registering online using the student Wing Span account or by registering at the Campus Police Office, 526 Myrtle Drive. Faculty/Staff can register online at www.winthrop.edu/campuspolice and following the parking registration link

  2. Where do I place the permit on my car?
    The permit is placed on outside of the lower part of the back glass on the driver’s side of the vehicle.

  3. What is the cost of a parking permit?
    The cost for a parking permit for various designations can be found online at www.winthrop.edu/campuspolice under Vehicle Registration. When a vehicle is registered with Campus Police the cost of the parking permit is automatically charged to faculty, staff, or students University account.

  4. Can I appeal a parking citation and where do I pay the citation?
    Yes. Appeals are made by paying the citation at the Cashiers Office located at 21 Tillman Hall and completing an appeals form and submitting the form to Campus Police. A time will be scheduled for you to appear before the parking committee.

  5. Can I get parking privileges reinstated?
    Yes. Parking privileges will be reinstated upon completion of the “Second Chance” parking program.

  6. Do visitors need parking permits?
    Yes. Everyone parking on campus needs to have a permit. Visitor permits are free and can be obtained at Campus Police. The Visitors can park in certain spaces on campus. Please refer to the parking map for the designated visitor spaces. (add link when ready.)

  7. What do the different colored lines on the pavement mean?
    These lines represent the different parking areas. Garnet represents Faculty/Staff (F/S), Green represents visitors, white represents students, blue represents disabled, and yellow represents ‘no parking.’

  8. Can vehicles park in Fire lanes, at yellow curbs, and no parking areas if they turn on their flashers or are off-loading?
    No. Fire Lanes are used for emergency vehicles in case of an emergency. University Facilities vehicles may use such areas on official business.

  9. Can students park in Faculty/Staff spaces?
    Some parking spaces allow student parking after a designated time and some spaces prohibit student parking 24 hours a day, 7 days a week. Students may park only in Faculty/Staff spaces where signs with designated times are posted. The parking rules and regulations that can be found online at www.winthrop.edu/campuspolice will guide you on which lots and spaces will allow student parking.

  10. Why is backing into certain parking spaces prohibited?
    Due to safety issues created by backing into certain types of parking spaces, Winthrop has found it necessary to prohibit back-in parking in angled, bumpered or curbed spaces on campus, as indicated by lot signage. Compliance helps avoid endangering pedestrians or other vehicles and impeding traffic flow while back-in maneuvers are made, as well as minimizing the risk of wrong-way driving on one-way routes upon departure.
